A handful of East Grand Forks residents used last night’s (Tuesday) council meeting to voice their opposition to the recent approval of a special use permit for an asphalt project on the outskirts of the town.
Opponents cited the Minnesota Pollution Control Agency’s recent announcement that RJ Zavoral & Sons exceeded air emissions limits and failed to test equipment at two portable hot mix plants. .
In May, the council agreed to allow Zavoral to operate a plant near County Road 17 and west of Highway 2. The special use permit included nine conditions, including that the plant meet all municipal…state…and federal permits.
City Attorney Ron Galstad told council he had been in contact with an MPCA compliance officer. “I have been in contact with the state and reviewed it at that time. I will provide any information to the city administrator and council.
The MPCA orders the company to pay a civil penalty of $14,490.

In another action, the board approved a facilities use agreement for the annual Grand Craft Beer Tour at the Civic Center on September 24. The event is sponsored by Leighton Broadcasting.
The council also approved a liquor license for Bernie’s. Food Network’s Molly Yeh plans to open the restaurant in the former Sickies and Whitey location later this year.
